This is a roadworks sign. It tells vehicles that weigh more than 7 tonnes and are going to that city to change road, that is, not to go straight on.

Trucks under 7 tonnes can go straight. It does not concern all vehicles and does not talk about length in metres.

Word: Cantiere = a place where roadwork is being done.
